Job Summary


Under direction of the Manager of Flood Operations and Maintenance, plans, organizes, directs, and coordinates the maintenance and operations functions of the District, delegating job duties and providing supervision and work evaluation for skilled and unskilled laborers.Duties and Responsibilities:

Essential duties and responsibilities include the following:

  • Plan, organize, direct, and coordinate the maintenance, construction, and operations functions of the Division, including general management and administration of shops, building and grounds maintenance, electrical repair, and communications-control installation and maintenance
  • Review acquisition requirements and develop recommendations regarding the purchase, servicing, testing, inspection, and repair of automotive and construction equipment
  • Assist the Division Manager with long-range planning of maintenance and construction, and operations functions
  • Assist in developing the maintenance, operations, and construction budget and control costs
  • Inspect work in progress to insure proper utilization of staff and equipment; review employee effectiveness and personnel evaluations with field and shop supervisors
  • Monitor employee certification, training, and safety programs
  • Represent District maintenance, operations, and construction functions with the public, contractors, and representatives of other government agencies
  • Report the need for major repairs of operations and maintenance channels and levees
  • Assist with the planning and organizing of the maintenance and operations of the Kings River Designated Floodway
  • Other duties as assigned

  • Principles, methods, and practices used in flood operations, maintenance, and construction work
  • Principles, methods, and practices of automotive and construction equipment operation, use, and maintenance; principles, methods, and practices used in building maintenance
  • Rules, regulations, and codes applicable to District maintenance, operations, and construction functions; District policies, rules, regulations, and procedures
  • Work safety standards and requirements
  • Principles of budget development and expenditure control
  • Principles and techniques of supervision and personnel management

Ability to:

  • Organize, manage, and administer the maintenance, construction, and operations functions
  • Oversee the establishment and maintenance of certification, training, and work safety programs
  • Perform comprehensive administrative reviews of work activities, costs, staffing requirements, equipment uses and time requirements
  • Insure the proper maintenance, construction, operation, and repair of District equipment and facilities
  • Assist in developing and controlling budgets
  • Effectively represent District maintenance, operation, and construction functions with the public, contractors, and other organizations
  • Plan, organize and direct the work of others
  • Establish and maintain cooperative working relationships
  • Communicate effectively orally and in writing

Education and Experience

Equivalent to completion of twelfth gradeExperience:
Broad and extensive work experience in performing maintenance, construction, and operations work for a flood control district; at least two (2) years of the experience should have been in a management or supervisory capacitySpecial Requirements:Possession of a Qualified Applicator License issued by the Department of Pesticide and RegulationMust maintain a valid vehicle operators license.
