Job Summary

Assistant General Manager Role and ResponsibilitiesUnder direction of the General Manager, the Assistant General Manager plans, organizes, and directs the District’s legislative and regulatory affairs. The Assistant General Manager analyzes proposed legislation and its effect on the District, performs a broad range of legislative, regulatory, and public policy research, works with the management team to support the Board of Directors’ policies, develops and implements the District’s strategic plan, and manages the District’s efforts. The position facilitates correlation between the District and its Board of Directors, other governmental agencies, legislative bodies, commercial, non-profit, public policy organizations, ad the general public. This is an “at-will” position that serves at the discretion of the General Manager.

For a description of specific duties, visit the District’s Assistant General Manager class description on the District’s website.The core responsibilities of the Assistant General Manager are to manage the daily operation of regulatory and legislative affairs, provide input for policy implementation and strategic planning, set goals for divisions and departments, and collaborate on policy implementation as defined below:

  • Develops, amends, and implements the District’s water policy and objectives.
  • Oversees, and provides professional advise and assistance to the General Manager, management, board members, and other departments on government affairs, legislative, lobbying activities and related matters.
  • Advises the District on regulatory efforts at the State and Federal level.
  • Oversees and manages the District’s science efforts.
  • Provides leadership and management to a diverse group of professional and technical staff.

Professional Requirements:

Education and ExperienceBachelor’s degree in Business Administration, Public Administration, Public Policy, Economics, Agricultural, Environmental, or related field and at least eight (8) years of recent progressively responsible experience as a legislative analyst, lobbyist, program manager, or similar related work in public sector, water industry, or a public utility, including at least three (3) years that must have included supervision of professional and technical staff.

Compensation and BenefitsThe annual salary range for this role is $125,004 – $300,000. Compensation will be commensurate with the experiences of the selected candidate. For information regarding District benefits, visit www.wwd.ca.gov.
