Minimum Qualifications
Education and Experience: Bachelor’s Degree in Civil, Agricultural, or Mechanical Engineering, or a related field and five (5) years of increasingly complex engineering experience related to project identification, planning, design, construction, and operation of a pipeline distribution system and related hydraulic structures and equipment, two (2) years which must have included lead or supervisory responsibilities; or equivalent.
License, Certificate, or Credential: Valid certificate of registration as a professional engineer in the fields of Civil, Agricultural, or Mechanical Engineering issued by the California State Board of Registration for Professional Engineers is required.
Standard Requirement: Possess a valid California Class C Driver’s License along with a driving record that is acceptable to the District’s automobile insurance.
Position Summary
Under general direction of the Director of Operations & Maintenance, the Supervisor of Field Engineering & Planning plans, organizes, directs, controls, and supervises staff and work related to the planning, design, construction, reconstruction, maintenance, and operations of the District’s distribution and pumping facilities. This is an “at-will management” position in which the incumbent serves at the discretion of the General Manager.
Depending on assignment, the duties of the Supervisor of Field Engineering & Planning position include, but are not limited to, planning, organizing, assigning, directing, reviewing, and supervising the work of assigned staff engaged in the preparation of engineering designs, specifications, estimates, reports and documents for projects related to maintenance, reconstruction, and construction of District facilities; engineering surveys, Underground Service Alert notification/administration; providing documents, drawings, and pressure calculations. The incumbent prepares the department’s annual budget; reviews expenditures to ensure they remain within prescribed limits, and justifies budget variances; formulates long-range planning goals, and serves as a Project Engineer on construction projects; inspects the construction of facilities and materials for compliance with plans and specifications. This position is accountable for administering the license agreement and new temporary diversion installations with the U.S. Bureau of Reclamation; preparing or reviewing environmental studies, documents, and reports; facility maintenance at the District’s Five Points Shop & Field Office, including annual inspections and overhead crane certifications. The Supervisor of Field Engineering & Planning acts as a District representative at meetings, conferences, and hearings of local, State, or federal agencies; and communicates with staff and ensures compliance with District policies, rules, regulations, policies, and guidelines.
