The Kings River East Groundwater Sustainability Area met in Dinuba on Thursday, June 21, 2018.  Chairman Steve Worthley called the meeting at 2:00 pm with a flag salute. I don’t know why all of the government agencies I go to don’t do so. There were no conflicts of interest identified and meeting zoomed along. The minutes were approved. Under communications and directors’ reports Director Mary Fast said she has got a great deal of calls as the first KREGSA bill went out. Manager Chad Wegley said Alta ID has received more than 500 calls about the new fees. Most of the calls were from landowners with between 20 and 50 acres. Wegley said a postcard is going out to everyone and it will take a couple of cycles before the volume of calls settles down. The consent calendar was approved but Fast asked about a lone cell phone charge in the accounts payable section. The cell phone was dedicated to the KREGSA and kept at Alta ID. Wegley said not all 3,000 bills have been sent at the same time. You can tell when they hit the mailboxes because the cell phone rings. The board adopted a resolution to authorize the signature of the new controller Marc Limas.

Wegley asked the board to approve an agreement between Provost & Pritchard and the GSA to estimate the confined aquifer boundary flow, develop a data management system and coordinate water budget activities for KREGSA. The board agreed.

There was no update on the best management practices. Attorney Lauren Layne reported creating the coordination agreement for the Kings River Sub Basin is underway. Wegley said the North Kings GSA is probably as far along as the KREGSA in its GSP preparation. And the meeting adjourned after less than 25 minutes of time used.
