The McMullin Area GSA’s board of directors met on Wednesday, December 6, 2017 at the Kerman Community Center. Chairman Don Cameron, Raisin City Water District started things at 3:00pm. There was a small group of folks in attendance. MMAGSA is one of the GSAs using the services of Kings River Conservation District. That’s why Randy Schilling gave the financial report. That report as well as the minutes were approved. Also as a MMG is a Kings River sub basin GSA it is using the engineering firm of Provost & Pritchard for its coordination needs.

Under directors’ reports Matt Abercrombie, Mid Valley WD mentioned an article pertaining to the recent court ruling regarding GSAs ability to fund themselves through call for funds. The SMGA and GSP updates really didn’t have much to report. Now that the GSAs have been formed the next leg requires a great deal of data gathering and that’s not always something one can report upon in detail without becoming extremely redundant. The ad hoc committee reports were short as well. The Technical Advisory Committee is the main engine at this point. Gathering that data.

Randy Hopkins is an engineer with P&P. He reported to the board the California Water Commission has a hearing scheduled for December 13th were the Water Storage Investment Program applicants will be reviewed and staff evaluations given. MMAGSA has sent a letter of formal protest to the CWC regarding one of the applications – the Tulare Lake Storage plan that would take Kings River flood waters and groundwater bank them out of the area. Fresno County Supervisor Brain Pacheco is also a MMAGSA Director. Pacheco said Fresno County has also formally opposed the Tulare Lake plan.

Cristal Tufenkjian, KRCD gave the outreach report. There hasn’t been much outreach taking place recently as there hasn’t been much going on to reach out about. But I think she nailed it when she told the board this is the calm before the storm. As further development of the GSPs and the administration of SGMA evolve there will be an explosion of public outreach taking place in the upcoming year. I didn’t attend one GSA related meeting last month but things will be picking up again; especially in the GSA committees like tech and advisory.

Speaking of committee meeting the next tech committee and board meeting, if I understood correctly, will be taking place on Jan 3rd at the same location – the Kerman Community Center. By the way the KCC is a beautiful facility and something for Kerman to be proud of. I’ve attended dozens of fundraisers and birthday parties and dinners and such there and each time it was a clean and well run affair. The meeting then went into closed session.
