Henry Miller Reclamation District #2131 Seeks a Water Master

The Henry Miller Reclamation District #2131 (District) delivers irrigation water and provides drainage services to over 300 landowners covering 45,000 acres of highly productive farm land outside of Dos Palos, California.  The District provides these services for the San Luis Canal Company (Company), which holds historical water rights off the San Joaquin River.  The Company is a member of the San Joaquin River Exchange Contractors Water Authority and receives its water supply under an Exchange Contract with the United States Bureau of Reclamation.

The position provides direction and oversight, and personally performs professional skills in multiple areas including but not limited to, water delivery (both in and out of the Company), water scheduling, water accounting, financial accounting and resolution of complex customer concerns and issues.  The position will assist and oversee as appropriate, with environmental clearance documents, annual Company Shareholder elections and landowner water right/ownership documents.

CHIEF OPERATING OFFICER (COO)

KERN DELTA WATER DISTRICT

(Bakersfield, CA)

Salary open DOQ. Kern Delta Water District is an agricultural water district south of Bakersfield. It was formed in 1965 to protect Kern River water rights that serve lands within District boundaries. They contract with the Kern County Water Agency for a supplemental water supply from the State Water Project. The District encompasses an area of about 128,000 acres. Kern River water and State water are supplied through five different canal systems totaling 126 miles. The District has also developed over 800 acres of groundwater recharge basins. Kern Delta Water District has a recharge program with the City of Bakersfield, and also has a water banking program with the Metropolitan Water District of Southern California (MWD).

The District is governed by a nine-member Board, elected by Division to four-year staggered terms. The FY2019 budget is $9.9 million and the CIP is $855,000. There are 34 employees.

The position of COO is a newly created position, designed to ideally transition into the role of General Manager upon the incumbent’s retirement. It is anticipated that about 90% of the COO’s time will be spent addressing water politics, handling litigation, and dealing with both the Sustainable Groundwater Management Act (SGMA) and the California Environmental Quality Act (CEQA), with about 10% of his/her time managing river rights.

Desire a master’s degree in engineering, geology, hydrology, public administration or business administration; or ten or more years of related experience and/or training; or an equivalent combination of education and experience. Experience working with and knowledge about agricultural water users is important. While extensive knowledge of California water would be ideal, candidates with a more generalist background who have some familiarity with the water industry will also be considered. Must be a quick learner.
