Tulare County, Calif. — December 2, 2025 — The Groundwater Sustainability Agencies (GSAs) of the Kaweah Subbasin—the Mid-Kaweah GSA, East Kaweah GSA, and Greater Kaweah GSA—jointly recognize and appreciate today’s decision by the State Water Resources Control Board (SWRCB) to return the Kaweah Subbasin to the California Department of Water Resources (DWR) under the Sustainable Groundwater Management Act (SGMA).
The Kaweah Subbasin was referred to the SWRCB on March 5, 2024, following DWR’s determination that the Subbasin’s groundwater sustainability plans did not fully meet SGMA compliance standards. Since that time, the three GSAs have worked intensely—both collaboratively and transparently—to address the issues identified by DWR and respond to the SWRCB’s direction during the probationary review process.
Collaboration and Commitment
The Kaweah Subbasin GSAs extend their sincere appreciation to the State Water Resources Control Board and its staff for their constructive engagement, responsiveness, and guidance throughout this process. The agencies recognize the significance of the Board’s decision and remain committed to continued coordination with DWR to ensure long-term groundwater sustainability for the region.
“We are grateful for the partnership and professionalism demonstrated by the SWRCB staff throughout this period,” stated the three GSAs jointly. “Their collaborative approach has helped us move forward with clarity and a renewed path toward sustainable groundwater management.”
Acknowledgment of Local Leadership and Community Effort
The GSAs also express deep appreciation for the substantial contributions of the GSA Boards, the GSA Advisory Committees, the Kaweah Subbasin Technical Teams. and the landowners, growers, and community stakeholders who have participated in workshops, provided input, and supported the development of improved groundwater management strategies included in our 2024 Revised GSPs.
“The progress we have made would not have been possible without the hard work and commitment of our Boards, advisory committee members, technical teams and the many landowners who invested significant time and energy into this process,” the statement continued. “Their dedication reinforces the shared commitment to achieving a sustainable groundwater future for the Kaweah Subbasin.”
Next Steps
With the Subbasin’s oversight returning to DWR, the three Kaweah GSAs will continue implementing updated groundwater sustainability actions, refining data and monitoring
practices, and coordinating closely to ensure SGMA compliance. The agencies will also maintain open communication with stakeholders and the public as progress continues.
